Yet another faulty mc2100-els-18W, power LED gets 1.3V instead of 5V

Of course it's a treadmill gone bad again. One day it just didn't turn on.

Looking at the board, when power is applied, the LED just barely shines. I measured it to be about 1.3 volts, where it should be 5.

Is this a dead giveaway that the problem is with the board? or could it be somewhere else?
Which part could be causing this?
