They do it's called the Thames River.Somewhere (Australia?) unwanted items can be left at the kerbside on certain days and anyone is free to help themselves. The local authority clears any left-overs. I wish the UK had that system.
Sadly nothing in Cumbria, but we do have freecycle.

I have seen one or two Garden/Yard sales in the Portsmouth area, but mainly Car Boot selling.
