1. Could you please explain me, if the cable is wrong wiring between Line and Neutral (3 Phase-System)
and we use this cable for charging any equipment (such as welding machine and milling machine)?
2. Refer to question no.1, ELCB or RCD can protect current leakage or not, and human who use this cable will get electric shock or not ?

Start by not expecting everyone knows what you mean by ELCB and RCD. Express properly too.

 

What cable?

Elcb and Rcd are earth leaking detection devices.

 

If you have a grounded neutral 3ph system then the use of a GFI, ELCB or RCD will be a protection for any grounbd faults on the equipment, if this was your question.

Do you mean that neutral and one of the phases are exchanged?

 

In the majority of cases the supply of whatever nature is often further conditioned by a transformer in a welder or CNC machine.
However, if there were single phase fusing on the input to the machine, it could be that the neutral ends up being fused instead of the live conductor.
