Would it be possible to change the 4G LTE assigned to a device to a different one?

I recently bought a phone which specs regarding to frequencies used for each technology read as follows:
GSM 850 / 900 / 1800 / 1900 - SIM 1 & SIM 2
3G bands HSDPA 850 / 1700 / 1900 / 2100
4G bands LTE band 2(1900), 4(1700/2100), 17(700)

To operate in the 3G or 4G LTE bands in my country, the phone would've had to function with the band 900 MgHz for 3G and 1800 MgHz for the 4G LTE, so basically at this moment my phone works in 2G and my service provider basically told me that my phone could work, but it would be so slow it was going to be pitiful, so essentially my question is whether it would be possible to change my phone to operate on the correct bands to get the most of my service.

If it can work at 1700 and 1900 is it only a matter of software changes to work at 1800? This can't be a new question. Can you ask the phone manufacturer?
