How far apart are the street lights? What is the maximum distance for any radio link?

I studied this a few years back and an optical link seemed like the best solution. In most parts of the world there are no licensing requirements for infra red. In such a system every street light would be a repeater that relayed the message on to the next light.

The distance between the street lights are 10m to 12 m

Talk to https://cyanconnode.com/ about their narrowband RF mesh self-configuring/self-healing networks for smart metering, street lighting control and other metropolitan area networks (MANs).

They are rolling out this stuff by the millions worldwide. Rolling your own for 1000s of nodes with all the support infrastructure, management nodes and supporting services is a non-trivial exercise and won't be a quick hack based on some maker stuff....
