I've been running Windows 11 on a system that breaks all the required conditions. :D

Non UEFI BIOS
MBR Disk
No TPM
"Illegal" CPU

Last 3 weeks. No issues. Up to Date.

You can make a "compliant" ISO for installation through Rufus > version 1.6
