Willhem Programmer will not program 8049H

I have a recently purchased Willhem Programmer that I want to use to program Toshiba 8049H Microcontroller.

I have the MCS 48 adapter, and followed all of the instructions in the provided manual, and the programmer tests good, and it will read several 8049H chips with no problem. When I insert a brand new Toshiba 8049H, I can read the chip and it is a fresh blank, all zeros. I have applied an external 21V supply as stipulated for program/verify this chip. However, when I then load a BIN file and attempt to Program/Verify it, all I get is a "BEEP" and a "HARDWARE PRESENT" notice on the bottom of the page. When I attempt to "VERIFY BLANK", I get an error message "CANNOT VERIFY THIS DEVICE"

What am I missing?

I have a recently purchased Willhem Programmer that I want to use to program Toshiba 8049H Microcontroller.
Model information would allow a more definitive answer, but most Willem-type programmers will not handle 8049. That device draws too much current. The Willem 4.1 with the relay option is the only one I'm aware of that will handle all NMOS devices (without modification).

I have modified ATH3.1, PCB3.x, and Willem 4.0 to handle all NMOS devices.
When I insert a brand new Toshiba 8049H, I can read the chip and it is a fresh blank, all zeros.
This seems to be a problem. 8049 is the mask programmed variant. 8749 is the EPROM version.
