There is a +5V connection. I can see no other supply connection and in that case the circuit will do nothing at all.

 

I looked at it too and couldn't figure out what it was supposed to do. There is a +5V supply and no ground/common/return.

So, I conclude, "Yes, it will do in the real world what it does there."
