Tried a different meter. Those E field fluctuations went away. Static readings were 0 or 1.
Must have been the meter.
While asking about wiring types on a different forum I was told this.
I didn’t think the ac electric field could be deconstructive like this.

The key defense is to assure that all current that goes out one a particular route, returns via that same route. At any given point, currents are equal and opposites, so the EMFs cancel each other out. See NEC 300.3 etc.***
