Where to start in my project (bubble sheet scanner)

I have a senior project and I don't know where to start, if any one can give me a hint what I should do first and how.

this is what we have been asked to do:

BUBBLE SHEET SCANNER
Design a commercial product, a bubble sheet scanner, for primarily teachers and people engaged in different types of testing
The product is designed to be cheap on the order of $100 -$200
It is designed to process 8.5 x11 bubble sheets
Each sheet will have a capacity to handle a minimum of 80 answers with 5 choices
Sheets will be manually placed into the scanner one at a time
All sheet movement will done manually with no motors to keep the cost down
The device should be able to process at least 5 sheets per minute
The device should be programmed using master bubble sheets
The device should be able to handle at least 5 sheets in a single test bundle
The device should connect to a PC that collects all the information and has user friendly interface
The program that processes the data should be well thought out and deal with multiple marks on a single answer
The answer sheet will consist of bubbles marked with a No. 2 pencil
The design of the answer sheet will be an important part of the project

As this is a senior project, surely you must have some ideas of what is needed.

There are also not enough details to make any sensible suggestions. What are your ideas about the project?
