It is indeed a capacitor with one lead broken off. Those are used for bypassing noise. Usually the two outside leads are opposite ends of a loop of wire, while the center is the opposite side of the capacitor. The purpose is to provide a lower series inductance for the shunt capacitance. So installing a more common capacitor between the two outide PC pads may not work at all. I advise caution because there are also ceramic resonators with a similar appearance but a totally different function.
