Heatron making small heating elements, so I imagine they are some kind of small heaters for maybe specialized applications..

They are either 12 ohms or 48 ohms (measure a good one) with heat spreaders.
I could make one if I had to. It wouldn't look so good, but it would heat.
It's that simple.
