Since the silkscreen shows line, and the resistors are called out in their markings, I am going to say this is an older PCB, single-sided, and the designer wanted to treat it as double sided, hence the jumpers—probably avoiding traces on the reverse.They are just links to join the circuit tracks together, it might have been a modification.
The only other use I have seen of such jumpers (aside from deleting optional components like attenuating resistors) is a somewhat bigger version as a burden resistor for current sensing.Yes, they are jumpers, quite common on single layer PCBs.
