Dear Mr.PapaBravo,It means do not allow the LED to conduct 100 mA of current in the forward direction for more than 1 millisecond out of a 10 millisecond period. It is an absolute maximum, and if you exceed it you will have some chance of letting the magic smoke out. An LED won't work without the magic smoke.

The frequency is 1 / time, so 1 / 10 mS = 100 Hz.
