AFAIK xilinx has some student version free for downlad. You can also try leaving the mouse above the button to see the tooltip, if it has any.

You can download Webpack ISE (13.2 now) for free! It has excellent functionality.

Check out this tutorial. It is excellent... just went through it myself a few days ago. It will take several hours to do the whole thing.
