I am trying to fix a washing machine circuit board and suspect that this component maybe a fuse that is blown but I am not sure. Can anyone help identify this?

Does it glow when you put your dvm probes on it? Using the diode test setting.

Is your machine completely dead?
It could be the Offline regulator.
