To a high speed bullet, water is a hard flat surface. The Marines and Navy gunners would let us have fun their M-60's while towing old punctured blood bags as bait for sharks (this was after the VN war during the boat people exodus). If you hit the water just right on a wave you could hear the whistle (or crack) of rounds flying back if they were very close.Lesson here is "Never shoot at a hard flat surface where the flat is perpendicular to your position.

As seen on MythBusters, they shot bullets into a pool. The water destroyed the bullets. If you're just a few feet below the surface you can't be shot with a bullet. Arrows are a different subject. The long shaft and the slow speed allows the penetration of the arrow can be 10 to 15 feet.
