Voltage regulator 9 volt phone charger voltage and amp output

Using the circuit above provided by ISB123...i made a phone charger but instead of providing 1 amp that i've expected it only provide around 0.12 amp and 4.1 volt...is this normal and how to increase the amp i was thinking if the phone need 1 Amp it should draw 1 Amp from the battery...maybe there is a mistake or something...and it takes only 4 minutes to drain out until 0.08 amp

If your 9V battery is the standard PP3 kind, then that is your problem. Such batteries will not source 1A. Try measuring the battery voltage while the charger is connected.

What is standard PP3 kind? sorry i am completely no idea about this...the battery voltage has drop around 8 volt to 7.7 volt
