VLC Transmitter using Raspberry PI

Can some one please explain the function of DAC5311 & ADC5227 in the above circuit.
Also is that possible to use Raspberry PI model B to generate 3.3 V & 1 MHZ frequency from a GPIO pin fed to LED CTRL line of AD8652?
Please confirm asap
