With absolutely zero clue about what any of the parts are, you're asking a lot.

Also, isn't this backwards? How is it that you have a CAD layout without the schematic that created it?

It's possibly a 4-channel fully differential amplifier paired with a 3-terminal voltage regulator. Work with those descriptions and the pinouts used by the PCB to search for the part datasheets which will lead you to an application circuit. Good luck! (Or it is simply a protective diode array that requires a fixed clamp voltage supplied by the regulator? You tell me.)

Very likely…He may have copied the Gerber file and made an image with a Gerber viewer.
But as AK says, it is next to impossible, without at a bare minimum a BOM listing.

 

The chip has 4 channels and is differential in and out, so that severely limits the field. Still, without so much as the manufacturer's name I'm not gonna waste time surfing for it.
