very hot lithium ion charger

I have a lithium ion battery, it came with a very basic charger. it is rated 24v 3 a. it gets very hot when charging - Is this normal? the charger costs 13 dollars, should I get a large metal charger with a built in fan?

the small plastic case gets extremely hot - just relized there are no vents , fan or even air holes in the plastic case - should I drill a series of holes in the case?
If it makes you feel better. If you put it on a surface that isn't flammable, or easily flammable, it should be okay.

thanks I apprciate the input - definitely makes me feel more comfortable using it
I'd keep an eye on the battery in question.

I have some NiMH batteries that get very hot when they're charged and that usually means they're going to die soon. Batteries can do bad things when they die (internal shorts, leak, fire, explode, ...).

the battery (lith ion) stays cool - the charger gets hot
