What kind of accuracy are you looking for. Basically you are describing a frequency synthisizer, HP makes a wide range, as do other companies. How would you want to control it (assuming something on board), digitally?

 

well, I was thinking of a CMOS clock(using maybe schmitt trigger eg74HC14 or similar)... with minimal frequency drift.. using a pot to control freq....will use it to clock a PIC..

schmitt osc ->>buffer(another unused gate)-->>PIC ext clock input

You could probably make the clock generator using a PIC ;-)
