Use of the USB port on a 'smart' phone to transmit a data stream...

Hello.
Is there a device like a 'smart' phone that can transmit data bursts on a telephony network to be stored at a server or two (for redundant safe-keeping) and its later revision ?
Is there cellular telephones with "data input" port ? Can their USB jack be used that way, not just for charging battery ? How is it done ? Is there applications that will enable the input at the USB port and transmit to a server or website specified/entered on the application ?

During a brief period after learning quite quickly RFO Basic I used my Android mobile for data crunching and in/out. I vaguely recall its actual capabilities vis a vis USB. Be aware that this variety was left as discontinued but followed by two differente developers.
