I could not identify a component on a PCB attached. The board is a control unit for torque measurement using strain gauge sensor. Please help me to identify the component under question mark. Thank you

What strain gauge? The thing you've circled, marked C4 is an adjustable cap. Or so it appears to be adjustable.
What's the purpose of this board?

 

C4 is a variable capacitor..

 

Indeed!! The device is a two terminal variable capacitor, according to the "C4" designation. A view from a different angle will reveal much more detail, because, from the appearance, it could also possibly be a variable resistor. But probably not.
OF COURSE THE ACTUAL STRAIN GAGE IS NOT SHOWN, BECAUSE A STRAIN GAGE IS A SENSOR DEVICE THAT IS ATTACHED TO THE DEVICE BEING MEASURED.
