I am currently experiencing issues understanding the circuit as shown below.

I would like to know how to obtain the values (qout/3 and 2qout/3) in both circuit (a) and (b).

Please assist.

It would seem that Vin is a voltage source, but is Vout also a source or is it a voltmeter? Since there is no resistance in the circuit, then all current flow must be impulsive in nature (C=Q/V). Is there a switch toggling schedule, i.e., does (a) follow (b)? Or are (a) and (b) both terminal states?
