16-DIP Module, 6 Leads
why they say 16-dip , 6 leads?
what is the meaning of this?

16 DIP [ Dual Inline Package] means the overall package dimensions with a pin spacing [ 0.1inch]

The 6 pins are numbered at the position on their 16 pin DIL package location.

If you are drafting a PCB layout, you must follow the dimensions as shown in your image.
