unbalanced 1 phase voltage

I have a single phase 240 V. water chiller that quit chilling. First thing I checked were the fuses at the disconnect switch.They were fine so I checked the power coming into the disconnect. This is where I got some readings that don't seem right. Checking voltage across incoming wires the meater read 240 V.
but checking them to ground one wire read 208 V. and the other read 119 V. Is this normal? Looking in the breaker box that supplies the power I noticed the breaker is a 3 pole breaker. I tried resetting the breaker with no affect.

Did you try a continuity test for the chiller?
Also check the power at the input terminals for 240v.
Thank you Max. I did check the voltage at the input terminals its 240v
I did not do a complete continuity test on the chiller. I checked the power switch & the contactor. They tested OK so I guess you know what I'll be doing for the next hour or so.
