What affordable equipment (HW & SW) to get to receive the signal from the satellite with parameters:

UHF Downlink frequency: 436.680 MHz +/- Doppler shift
VHF Downlink frequency: 145.925 MHz +/- Doppler shift
Modulation: GFSK, CW
Encoding: G3RUH 9k6 baud
Protocols: AX.25, Morse

Recommended TNC modem setup:
PACLEN 255
TXDELAY 15
MYCALL [Your call sign]
UNPROTO CQ (or callsign)

Why not try a SDR dongle? One using a RTL2832U.
If the satellite is stationary and having Linear Polarisation, A multi element Yagi should suffice for the antenna.

Unfortunately the satellite is not stationary but circling around globe:
