transmitting data to the ocean

Hi!, I am currently working on a remote controlled submarine for marine sampling, and didn't know how to send data from land to a point on the ocean. the submarine itself is connected via a wire it a buoy, which is where i need to transmit data to. If anyone knows a affordable solution to this it would be greatly appreciated.

So much missing information.

How far away is the buoy from the transmitter? Transmitting five miles is a lot different than transmitting five hundred miles.

What kind of antenna is on the buoy?

What does the data look like?

What is "affordable". For some, $100 is not affordable while, for others, $10,000 is cheap.

Is it a two-way link or a one-way link?

Have you even looked into whether it is legal for you to do this?

There's a bunch of other things that need to be considered, but this might get the conversation going?

Short answer is NO!! For the cost to do that I could buy a new corvette set up to win races. Just look at what the US Navy pays for a setup like that!!
