When LED's are in parallel, only one is likely to conduct as the V/I curves for even two identical part numbers will vary some. Or one may be brighter than the other. Here is the correct and incorrect way to light up two LEDs:

A cheap Chinese flashlight has 24 LEDs in parallel. Someone at the factory has the boring job of testing the forward voltage of thousands of LEDs and grouping them so that each group has LEDs with the same forward voltage.
I have made many LED items with random LEDs that I grouped with the same forward voltages.

Besides the fact that it saves some resistors, what is the benefit of doing it that way? I never tried that method.
