Do you test a timer relay or do you just replace it?. If it can be tested, how do you test it.
What sort of a time relay? Just off the top we have Repeat, One-Shot, Delay on Break, Interval and Delay on Make so with two threads on the subject this would go much better if you could describe which type of time relay as well as the intended handles voltage and current? A data sheet for a model would be nice about now.
How I test it would depend on the type it was. If you can't describe what you have or want then it becomes difficult to answer your questions.

Surely the easiest way to test is to initiate it through the circuit, if you do not want the motor to start, pull the fuses etc, I assume the timer is switching the contactors over, these will then operate and pull in as normal if the timer is good.
Operating the timer relay contacts will just bring in the delta contactor normally which is not a proper test,.
Just surmising what you have.;)
