This is definitely inline with NYC metro area culture. Though there is a minority school that accepts mustard as an additional condiment on burgers, ketchup was never on a hot dog.

Hog dogs could also accept onions or sauerkraut, and the ubiquitous Sabrett hot dog carts (both a reflection and influence on NYC hot dog Weltanshauung) offered both—but the classic, reflected in the Sabrett logo, is a dog with mustard, full stop.
