I would think the masking/spoofing countermeasures for dark fiber listening would be fairly easy to implement.

Yes, it counts (submarines, undersea drones, etc ...).

Ship detection most definitely counts. As do many other things. If it can detect and track singing whales, it can likely detect and track the movements of military convoys or detect and localize tactical rocket launches.

Part of the question is how real-time it is? How much signal processing is involved?
