Testing a transistor

I have seen in YouTube videos but they are not same so I'm getting confused.

For example kehe d9fe transistor and checked it showing 025 and 750 values so does this transistor is dead.?
Some told both values should be same for a good transistor.

If you are talking about when measuring with a Digital Voltmeter, the voltage drop from base to emitter compared to base to collector, they are not the same in most transistors.
