I have found an expert in the industry to act as a consultant so this thread can be removed if you like.
I am glad you've got expert help. The electrical safety aspects of this project are very important, and this particular area includes a lot of dodgy manufacturing (mains powered lighting equipment).

Thanks very much for your help Yaakov. Regarding the electrical parts of the bed I am at the start of a journey but rest assured that by the end of the journey I will be an expert. Maybe not an expert in electronics and circuitry but contrary to what a few on here seem to think I will know all that is necessary to produce a safe, high performing tanning bed.

Hello,

A balast and a starter are a must for fluorescent tubes.
Have a good read of the following page for the basics:
Bertus
Although a starter has not been required for some time now due to Instant Start Light Fixtures.
Just the ballast and the tubes, there are a couple of methods, but basically the same.
