switching the IGBT module

Dear,

I am trying to switch the IGBT module. The gate emitter signal it working properly and 15V. But, higher IGBT'VGE is 5V. It shows that the higher one does not turn on properly by the gate driver.

Do you have any idea what is a problem? It should be the bootstrapt cap, but I do not know what I have to for?
