Switching Adapter Repair: What is this clip?

Opened up a switching adapter to solder a mains wire that had come off. This metal clip, in half a square inch of foam rubber, fell out of the enclosure; marked in the first pic.

What would this be? Is it hold down the big cap ?

Have you tried fitting it over the likely components? Does the other half of the enclosure show any residue/depression from the foam?

Manufacturers aren't in the habit of using unnecessary parts, so I'd try to put it back where it was intended.

The other half has two more foam tabs. Tried placing it over all likely components - no luck.
I can't tell from the glare in the picture whether there's any residue to show where the foam piece might have been.

It has to fit somewhere.
