Strobe activation by proximity sensor

Hi:

New here hoping someone can assist. I work for a gas station chain and I am trying to figure a way to activate a strobe light when a vehicle approaches from one direction but not when it recedes. we have pumps that are one way with signs that are ignored and I would like to draw driver attention when the pull up the wrong way. Long lasting battery powered preferred but not mandatory
