With the bulb in series with the primary winding, and no secondary load.

Measure the resistance of both primary connections to earth one at a time.
So.. If the bulb glows dim then I'm good to go right?
And if it glows bright or doesn't glow then primary is shorted?

Should I keep the lamp connected whenever I use the transformer with load?
Once the lamp is glowing, have a means to short the lamp out and see if their is still a problem, the lamp trick just gets you past the inrush.
Remove the lamp when you operate the transformer with a load.
Max.

I just tested the transformer with the lamp
the output voltage at secondary with lamp connected is around 2.3V, but its not even close to y goal i.e. 25V
I cannot describe the glow so I made a video and here is the link
if it says uploading.. then please try again in 15minutes

sorry guys i was offline for a month as my internet connection was down ..
I have solved the problem by re-enameling the primary coil... it had a few marks on it which came when i was removing
the secondary and primary.

thank u all for such a wonderful help and telling me about the inrush current and controlling that current!
