How did you check the output?
It states on the label that the output is 28 to 32V at 300mA with a power factor of 0.7%.

 

It would appear to be a resistor-capacitor circuit in series with the mains to limit the current to some LED lighting.
With no load, the output will be near the line voltage.

Without a load that draws 300 mA in the staed voltage range, the voltage is not defined.

Sir With load output is 48voltage without load approx 140voltage
