Shift schedule in digital circuit. Is it possible?

Hi there, I'm working in a power plant and I have an idea of creating the shift schedule in digital circuit. I don't know if it's possible or not.
I have 17 persons,and I want to make it easier for me how to manage their vacation. If for example person A was on Christmas vacation during 2015, shouldn't be again in 2017 etc.

Except of the normal gates, I'll need for sure timers,counters etc.

If you think it's possible to create something like that, would you please send me any links of digital circuit simulators (free versions)?

The problem with the idea is that handling a complex and changing set of rules and conditions will quickly make such a circuit both unwieldy and unmaintainable. I believe an algorithmic approach would be superior. Start by working out the rules for time assignment. Then monitor the reality against the expectation. Then work out what to do when reality diverges from expectation. I don't know if that helps you with the management problem. If you want to learn electronics, you might need to look for other applications than this one.

Two words: Microsoft Excel

Thanks for your reply. We already create programs in excel, of course is the easiest way and we will keep doing it.
But if I could create an algorithm or a digital circuit (or a combination of those) it would be more fare.
Anyway, maybe I did not describe correctly what I wanted.

Could you please send me any links of free simulators?

Hi

If you have an email system, like Exchange/Outlook or Outlook365, you could create a shared calendar that has everyone's vacation schedule on it. Everyone would have read access and the Manage/Supervisor would have write access.
