Low ohm resistors in series with current flow will develop voltage as defined by Ohm's Law. Not too sure I fully understand your question.

Low ohm low TC resistors for ball-park estimates, current shunts for moderate currents, high power current shunts for >50 amps.

TC = temperature coefficient of resistance; as shunt/resistor heats up, ohm value changes, results change.

GOOD shunts are supplied with characteristic data that describe how they perform at various temperatures.

Use non-inductive resistors. Wirewound resistors have a fair amount of inductance.
