Yes...im a 100% sure the circuit is this way...Are you sure the circuit works as drawn? The circuit and schematic had to come from someone. Can you ask that person how the circuit is supposed to operate?
Plz see this image...Youll need to download datasheet of WCP56 to understand whis terminals is base collector and emitter...In your circuit, the feedback is connected TO THE BASE.
