Well, in all fairness to the electricians - usually, with inexpensive handheld 3 1/2 digit meters, you're lucky to get a single fractional digit at the low ranges. It doesn't pay to get a really nice meter, because it'll get broken or stolen. If you have a $10 meter, you won't worry about it.

I paid $200 for a DVM that failed a year after I bought it. Now I have three meters that cost under $20 for the lot.

 

Haha ya, I'm just a young guy so I wasn't too worried. My supervisor wasn't impressed. But exactly, my supervisor supplied them with the meter and expects a lot from them. I have a cheap meter too, for the majority of measurements, it does the job.
