The opamp is configured as a voltage follower. When Q2 is turned on, the voltage at the non-inverting input is fed back to the inverting input. When Q2 is opened, C2 holds the voltage.

When the switch is closed again, the voltage at the non-inverting input is again fed back to the inverting input.

It's important that C2 have low leakage.
