Samlex SMPS Question

Okay new problem and new day. Not sure if this is the same unit. I have four of them and had to put them away for a while. So if you look at the diagram, measuring voltage using the negative side of the rectifier as my hot ground, I show 169 VDC and 338 VDC going into the Q1 and Q2 section. On a good working unit, I am dropping roughly half the voltage at R6, bringing it down to 163 VDC. On this unit on my bench, I am dropping around 307 VDC on R6. With an infrared camera, Q2 side is cold. I am not sure why I am dropping this amount of voltage across R6. The fuse does not pop, I get around 1.5 VDC output. I have checked all of the components, replaced all of the components, tested tracks etc and can't find anything. Any thoughts on where to look or what might be going on here?
