Hi ebp, i've put the components back together and it turned on straight away, but when i had to wait around 2 hours for it to turn back on again?

That is very very strange and I am at a loss to explain it.

Do any of the four LEDs on the board light up after you turn it on when the cutter doesn't come up and operate? Are there any other indicator lights anywhere?

Can you see any evidence of another small power supply with an iron core (ordinary) transformer anywhere in the machine? From what I can see in your photos, I can't recognize anything that would get the switcher up and running from its own input, which is why I suspect there may be some other small source of power.
