Recharge and then Use Batteries

If you hypothetically inputted an 18V-24V source into a circuit of rechargeable batteries (16 AA batteries), is there any way (after the batteries were recharged) to switch the current so that the power from the batteries can be outputted and used for other applications?

So a charger, charging a bank of batteries,
then you wish to have a switch to toggle back and forth from chrager to output plug?
or do you wish for the output plug to go live automaticily when bank is done charging? and then as the bank dies it auto switches back to charger, leaving output plug dead until bank is full?

Of course there is. If you couldn't use the power stored in the charged batteries, we would have to throw all batteries in the trash can after charging.

Your question makes no sense.
Of course you can use batteries to power a device. What else would you use them for?
Please restate the question.
