A 741 opamp is 44 years old, is noisy and has a poor frequency response so it is not used to do much anymore. Much better opamps are available that cost the same or less, have low noise and have a much wider frequency response.
Your circuit is a DC voltage comparator. It has a switch that changes the reference voltage from +6.67V in a few steps to +10V.
