without the battery HB386589ECW to be connected to Huawei phone board it does show 4.26V

On it i see Rated voltage 3.82
Limited Charge Voltage 4.4V

Can we make conclusion it`s faulty? The phone was watered and i am trying to analyze what is healthy/faulty.

When put the phone on charger it does show the Thunder sign, after that 97% but it cannot continue to charge and stays at some boot and cannot complete the circle sign on the display.

Not likely that the battery is bad.

Did you allow the phone to dry out completely, at least 72 hours in a desiccator?

 

I second MrChips's comments.
Also: Each time you put power to the phone when it is not dry runs the risk of damage or further damage. A handfull of NEW/FRESH SilicaGel in a ziplock bag with the phone for days(can't venture to guess.....maybe a week!

 

I have revived one using rice.
